No "Accept" button when emailing appointment

I am administering a network of machines with Outlook 2003. There is
no Exchange server, they are using Internet email from an ordinary
POP/IMAP server running on Linux. Most users can send appointments to
and fro without trouble; the Accept/Reject buttons come up fine. One
particular user can't receive appointment emails though, they come up
as ordinary email and are not recognised as appointments.

Both sender and recipient are configured to send in Rich Text format by
default, and even when sending Internet email.

Any other reasons why this might not work?
