My understanding is 11,000 out of the 100,000 systems will get Mandriva
Linux. So, a significant portion is still going to Windows. A lot of persons
in the country seem to still be swaying towards Windows regardless of the
Mandriva deal.

Dumping is where you sell below cost price.
The cost price of an OS license is close to zero so unless M$ give it away

Its the support that they have to pay through the nose for.
That's why windows can be cheaper than Linux as windows has a massive
support organization in place and it adds little to the costs to support a
few extra users. Its Linux that is being dumped if its cheaper than windows.

linux is cheaper to support than windows...

simply becuase if you set it up once very litle can happen to it...

but with windows, only with normal use you run into problems like malware

Yep. Years ago a third-party hardware salesman wondered why the Morton Salt
company in Palestine, Texas insisted on IBM equipment when his was so much
cheaper/faster. The reason was simple: There was an IBM repairman in
Palestine. True, he spent most of his time fixing Selectric Typewriters, but
he was a) employed by IBM, b) had an official IBM toolkit, c) could read IBM
circuit diagrams, d) knew who to call, and, most importantly, e) would be
on-site within 15 minutes of a call (Palestine was not a big town).

No in business it is dumping. Linux in itself is
not a business. There are businesses built around
Linux and they do charge what they have to. They
don't cut their price to undercut MS.
So then it MS's cost is close to zero why do we
have to pay so much for it?
So MS is either dumping or gouging.

$10 bucks for support? Linux support is probably
bigger than MS's and the majority of it is free.
And yes it is considered dumping it you cut your
price only to try to stop your competition from
gaining in the market place. The only place MS
cuts its cost is when it is afraid some other OS
may get in. If MS wasn't afraid it won't cut its
price because it would be pretty sure the other
would fail and MS would get that market share
back. So MS must be very scared.

Linux is not sold. Some services are sold or
programs that are built for Linux are sold.
the open source portion is never sold.
If you look at the Nigerian debacle MS wasn't
making the deal with the Nigerian gov't it was
making the deal with the supplier. The Nigerian
gov't had to step in and say no our contract was
for Mandriva. So MS was even trying to slip it in
under the table.
