NIC disabled when temp internet files folder is full?

Three times now my cable modem has been unable to talk to
my NIC. Doing a system restore back to when it worked
before fixes it. The first time this happened I worked
with the cable company to troubleshoot the modem, and it
seems that everything is ok with the modem and
connection, particularly since it works again after
restoring to a previous period.

Would the temporary internet files folder have anything
to do with this? I thought I'd let it build up again to
see if the interface fails again and when it does, delete
everything out of the temp folder and all the remaining
cookies to see if it fixes the problem. Anyone else
experienced this?
 
While some smaller things can break when the TIF folder is full, this is
probably not one of them.

Does reseting the cabke modem help?
