Outlook doesn't support newsgroups, but there is an add-in made by MAPIlab
that will allow you to configure newsgroups in Outlook. However, it doesn't
have all the features of a proper newsreader, and it's a bit complicated to
configure (you'll find instructions in the help file).

You can give their 45-days trial a go if you like. Personally, I'm happy
using Windows Mail (or Outlook Express) for newsgroups and Outlook for
email/contacts/calendars.
