Newsreader is not setting uo replies properly, No carrots

when I use the newsreader in windows mail sometimes the reply will not add
carrots (>) to the reply I am replying to.

I've seen that too. Often in such cases, I just add "--" on a line by
itself,
then my answer.

If the sender used MIME/quoted Printable then WinMail doesn't know where to
put the carat (according to the programming team. MIME/None is a much
better choice.
