Newsgroups with MS Exchange possible?

Does MS Exchange provide the functionality to implement newsgroups? If yes,
do you have a white paper or any document that describes this functionality
and it's implementation?

Yes, Exchange supports NNTP. Whitepapers about configuring Exchange depend
on your Exchange version but can be found here;
