Newsgroups Setup, Open Attachments

Hi,

Had to replace my hard drive and was unable to download
any information. We had Newsgroups and would get
attachments on e-mails that we could open.

How do we get the computer set up for newsgroups?

How do I make sure that I can open an attachments to
my e-mails? Is it my Norton System try to keep it closed
because of possible virus? Is is something in Microsoft
that I have to set to get my attachments to open?
