New XP Pro and no Paypal now!?!

Ever since I installed a newer version of XP Pro, I can
no longer access Paypal and several other sites that are
secured sites. The people at Paypal are no help what so
ever. What can I do to fix this problem?

Close IE

Start/run 'regsvr32 softpub.dll'

Retry the secure sites.
