New XP installation hangups

A few problems I'm having:

What is the difference between the 'Quick' format and the regular one? My
computer got hung up on the regular format and sat at 65% all night before I
rebooted.

When I get to the 'Windows is setting up' screen, it gets to where it's
trying to 'Register components' and then reboots, re-enters Setup, and starts
all over. It's done this at least 5 times. I can't get past it.
