New Windows do not open with full screen.

I have recently experienced a problem where when I am
surfing and click on a link to go to a new page, when the
page opens it only fills the screen at the top,
approximately 3" in height. I have to click the full
screen icon to open it fully. How can I correct this?

When the page is open, drag the page until it is full
screen. Close and reopen.
