New user account problem (Help please)

Happy New Year

I am using win XP pro with SP2.
When I create a limited account, its desktop does not appear in its usual
way (it appears in an old grey colored windows 98 desktop) while the programs
I am using do not function. On the contrary, when I create a computer
administator account this problem does not occur.
Consider as well that there already are 3 accounts that function properly (2
of them are administrator accounts and the 3rd one is limited).

You can configure a lot of settings for a user in Control Panel/task bar and
start menu where you also have the option to use classic or regular start
menu. As far as applications not running it is possible that the application
will not run as a regular user and you may or may not be able to tweak
folder and registry permissions to get it to work for a regular user. You
could start by giving the user full read/list/execute/write/modify
permissions to the folder where the application is located in program files
