New setup SP2 , LAN fails to function

Network . wired, 3 standard pcs. 1 laptop. 10 mb half duplex
connections. .. the computer couldnt access the net even when i
physically removed the hub and network and connected it directly to the
modem.

This is really too broad a description of the problem to get a specific
answer. Can any of the computers access the Internet when connected
directly to the cable/dsl modem? If not, then you know the modem is
faulty or there is some other problem with the cable/dsl connection and
you should call your provider. If all but the one new computer can
connect successfully like that, then perhaps the new computer's network
adapter is faulty. Swap it out for a known-working one. Change the
cable. Make one change at a time, testing after each change. In the
meantime, here is an excellent network troubleshooter by MVP Hans-Georg
Michna. Go through it carefully to pinpoint the problem area(s).
