New Record Malfunction

I have a button that will allow a user to enter a new record. The button
worked previously, however, now the button gives an error that a new record
cannot be created. I have created a new button and the problem persists.
Can you help?
 
1. you are already on a new record
OR
2. you have the RowSource for a combo/listbox or the
RecordSource for a subform tied to the form and it is not
releasing the record so you can move anywhere else
