New Profile?? how when no mail section in Control Panel - Vista

How can I setup a new profile in Outlook 2003? I have no mail section in my
Control Panel of my Vista Windows on neither my desktop or portable machines.
Everywhere I have looked tells me to go to the Mail section in Control Panel
to setup a new profile.

What can I do?

You must be running the x64 version. To get to the Mail applet so that you
can create a new mail profile or ask Outlook to prompt you for a profile,
open Control Panel and choose Additional Options, then View x86 Control Panel
Icons . Alternatively, switch to the Classic view of the Control Panel and
run the View x86 Control Panel Icons applet.

You can also right click on the Outlook icon at the top of the start menu.
