New PCs slow to right click, copy/paste, etc when on network

For every computer that has been ordered for this organization in the past
year, laptops or desktops, when connected to the network they have been
functioning incredibly slow. It can take a minute or two just to bring up
the menu. Every user finds it very difficult to work. All of these
computers are HPs, and the already existing computers that don't experience
any problems are Dells. I thought it might have something to do with the
built-in HP software that comes with the machines, but after reinstalling the
OS on one or two of them and installing only the same applications that all
the rest of the computers have, there is no change in behavior. What can I
do to make these computers function normally?

Right-click is extremely slow only when Network is enabled
