new normal.dot not created in msoffice 2003

When I fireup Word 2003 no global template is being created in the user
profile, and if a normal.dot file does exist it will not allow for file
changes. This is not a permission issue since it works on some of my
workstations and not others. I have the latest mcafee which does not find
any viruses. Has anyone seen this before, and if so what is the resolution
