New mail envelope stopped showing

I'm using Outlook 2003 SP2 on WinXP SP2 against an Exchange account.

It used to be that when I had unread messages in my Inbox, the Outlook icon
in the notification area would be replaced with an envelope. However, it
recently stopped displaying the envelope, and only displays the icon. After
searching a bit, I tried adding Outlook.EXE as a firewall exception and
turning the "display envelope" option off, restarting Outlook, turning it
back on, and restarting Outlook again, but that didn't fix it.

Any other troubleshooting thoughts?

Is your System Tray (area next to the clock) collapsing then not showing the
icon even if it is there?

Right-click the system tray and choose Customize Notifications. Locate the
"You have new unopened items" icon and change the action to "Always Show".
