New log ins but unknown password

I found this reg key ...

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon\SpecialAccounts\UserList

and noticed that if you change the variables to 1, it'll
enable new log ins at the windows login screen, but I
don't know the passwords to get through, I could change
the passwords using "net user" but I'd rather find out
what they are first.

As the regkey indicates, they are special accounts.

The passwords are usually controlled by the OS.
Why do you want to know the passwords to these?

well when you said they're in the os, the pc's mine and i
have the only admin log in, (well that's what I thought)
but that means that I'm not trying to get into someone
elses log in, but as it's part of windows xp, i don't see
why there should be a password on it, that would be like
microsoft releasing an os with password only access to
get into the system files which only they have the
passwords to,
