New is missing in all applications

When I attempt to create a new folder in either my documents, the desktop, or
in explorer I right click and the "new" option is gone. Is their a registry
key I can modify to repair the problem

Anyone who wants to create folders. Most LAN tools offer various access
rights. That can include create, delete, copy, modify and read levels.
