New IE Window Blank/Unresponsive

It seems alot of people are having this problem, unfortunately I have no
solution, only some insight. Any time a new window is requested from a
hyperlink or eleswhere the address bar is not being updated with the URL.
This is NOT from a pop up blocker since if you right click on a link and
select open in a new window, it bypasses pop up blockers. Plus the new
window does open, it just doesn't have an address to goto. If you type in
any address the new IE window will work fine.

I hope this helps someone resolve the issue, as MILLIONS of pages are non
functional becasue of this.
