New documents open with cursor above header, how to fix?

When I open a New document in Word the cursor is at the top of the page
automatically. To fix this I have to open the Header and close it. After
doing this the cursor is now in the correct positon according to my margins.

Can anyone tell me how to change the defalt on this so the cursor
automatically starts in the correct position instead of at the very top of
the page. It is a pain to open and close the header every time I open a New
document. There have also been times when I received documents that didn't
open with the correct margins until I opened and closed the header.
