Why cant I select the option " Connect using a broadband connection that
requires a user name and password."

The option is grey in colour. (Not able to select that option)

This is the usual culprit:

You Cannot Create a Network Connection After You Restore Windows XP

The fix is to re-apply your current service pack, currently SP2.
