I built a new desktop PC and I cannot figure out how to
load Microsoft's Windows XP from my Bios: any suggestions?
 
Turn the computer ON and enter the BIOS setup (the mobo
manual should tell you how).

Set the first boot device to the CD/DVD (whichever you
have). Save the change
Put the XP CD in the drive and reboot, you get the install
menu, and can partition and format the drive using the XP
CD.
