New computer not showing up in workgroup

In our office we have 2 desktops and 1 laptop all running XP professional and all connected using a simple home network. We added a new desktop. Connected it to the network and ran the 'Set up a home network ...' wizard. We ensured the new pc had a different name and had the same workgroup name as the others. But after the wizard completes the new pc cannot see any of the others. In fact if we click on 'View workgroup computers' we get a message that we do not have permissions etc ... we don't even see the new pc itself.

The new pc has a Ethernet and 1394 connection so the wozard tries to bridge them. So I removed the Ethernet connection from the bridge and disabled the 1394. But still the same problem.

At one point it all started working. Then it stopped again. I've seen this problem once nefore and that pc had a 1394 connection as well. But the problem just went away on that one and I don't know why.

Any ideas what I can try?

Check to see if Simple File Sharing (Control Panel -
Folder Options - View - Advanced settings) is enabled or
disabled.
For XP Home with Simple File Sharing enabled, make sure
that the Guest account is enabled, thru Local User
Manager (Start - Run - "lusrmgr.msc"), on each computer.
Do any of the computers have a software firewall (ICF or
third party)? If so, you need to configure them for file
sharing, by opening ports TCP 139, 445 and UDP 137, 138,
445, and / or by identifying the other computers as
present in the Local (Trusted) zone. Firewall
configurations are a very common cause of (network)
browser, and file sharing, problems.
If nothing above helps the try the following on the new
PC:
1. Open the properties for your LAN connection
2. Remove all of the protocols, services and components
in the box on the properties page (you will not be able
to remove TCP/IP).
3. Then install the following:
-Client for Microsoft Networks
-File & Printer sharing....
(If the top 2 alone don't fix the problem try adding the
bottom 2 as well below
-NWLink NetBIOS
-NWLink IPX\SPX...
4. Restart the computer
