New Blank Document

When I go to create a new blank document The blank document page background
is purple and white horizontal bands sort of like a background. Like someone
had changed the default blank page.

How do I go back to the system default blank page and remove what someone
has changed to be the blank page document?

When I restart the application, I get a blank white page and then when I
open a new blank page I get the purple white horizontal lines.
