Never seen this before

Can anyone explain to me why this page
http://www.cheap-flights-to-spain.co.uk/flights-holidays-seville.php ranks
fairly high on Google. If you try searching for "cheap flights to Menorca"
on Google UK and check out the source you will see that this page is
actually two pages in one. The top <head> ask the robots to index, follow
yet the second <head> ask them not to index or follow. On the first part of
the page that Google would index there is no reference to Menorca whatsoever
yet they still rank the page albeit at number 47.
I know this is slightly off topic but I'm totally confused and have never
seen a page with two heads before and no I haven't been drinking. Fred

It appear that they are using an include and accidentally included the head section twice.
