Is this true that you can avoid reactivating Windows XP if you have
already activated once and taken steps to copy the activation file
hidden in System32 folder?

If you keep reinstalling windows on the same machine then clearly this
makes sense if it is possible.

Why bother? It takes much less time to activate than it does to try
backing up and subsequently restoring the pertinent files.
