Networking .dll problem

I am a webmaster of my own site. When I try and set up a network to the
server in My Network Places, I get this error. It says, "An exception occured
while trying to run 'netplwiz.dll, AddNetPlaceRunDLL'. Please help me out. I
need to access my site. Thanks.
 
I downloaded and saved over the old one. The same problem occured. Now I am
not sure what I am going to do now. Could anyone else please give me some
ideas? It also won't let me use my FTP programs. It just doesn't connect. It
shows no error messege either.
