It could be a bad wire or connection. More details about
the network would help, such as number and type of
computers, switches, routers, hubs, firewalls, OS on all
computers, network settings, protocols in use
BTW, how do you know it is going "on/off on/off on/off " and
not off/on/off/on?
Are there any error messages? How rapidly does the network
cycle?
