Network Speed Bottleneck

I am transferring data from one computer to another, both are running
Windows XP PRO and both have 1GB DLInk Ethernet cards. These
computers are connected by a Dlink DGL-4300 Gaming Router.

Right now I am transferring data and the task manager show a cpu
utilization of about 5% and a network utilization of around 7%. This
is pretty pitiful! Can anyone explain what is causing this bottleneck
and if there is a way to improve the transfer rates?

How large are the files? Larger files will copy faster.

Also, does this router support jumbo frames? If so, check your NIC settings
to see if you can use them.

Finally, any firewall software running on these machines?

Both Ethernet cards are the same and both support jumbo frames. I
turned them on for both and they can communicate with the Internet but
not with each other.

Just the standard Windows firewall. I don't think I will remove that.

Less is better. Why do you translate this as a bottleneck? Looks like CPU
and network resource consumption are pretty low, which is what you'd want.

This is a probable cause of your problem. Instead of going directly from
one computer to another, the transfer has to go through at least one router.
Every piece of hardware adds overhead.
You ought to solve this problem in any case.
