I have a user who uses network places rather than mapping
to a drive. Is there a reason why network places would
be significantly slower then doing a mapping?

YES!!! What network places is actually doing is sending
broadcast messages out to the entire subnet to see who
will respond. It does this everytime you click on it.
This takes time. When you map a drive it just directly
goes to the location you give it.
