I don't have TCP and UDP Counter in Perfmon on W2K Server.

download the resource kit form microsoft
start the tool exctrlst.exe
search the list for "tcpip perfctrs.dll"
is the checkbox "Performance counters enable" checked?
if not enable it, and the counter might work.
if it is enabled, I don't know what your problem is
