Network location %User profile% error

Maybe I'm looking for the wrong thing in trying to correct the error
message: ""Error 1606. Could not access
network location %USERPROFILE%\Start
Menu\Programs\Accessories\Administrative Tools\.". After reading the KB
article 315352, I checked my registry
(HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders)and it shows the following value under the common
administrative tools: %ALLUSERSPROFILE%\Start
Menu\Programs\Accessories\Administrative Tools. I tried modifying the
registry statement to read ""%USERPROFILE%\Start Menu ..." and it still
gives me the same error code. This error only happens with the installation
wizard and other programs (.exe) install normally. I did find that the the
path C:\DOCUMENTS AND SETTINGS\{username}\START
MENU\PROGRAMS\ACCESSORIES\ADMINISTRATIVE TOOLS was invalid. The path I
found was (C:\Documents and Settings\All Users\Start
Menu\Programs\Accessories\Administrative Tools). I then copied the
"Administrative Tools" folder to the path (C:\Documents and
Settings\Don\Start Menu\Programs\Accessories\Administrative Tools), where
"Don" would be my user name. I tried modifying the registry statement to
read ""%USERPROFILE%\Start Menu ..." and it still gives me the same error
code. I'm now wondering what the %USERPROFILE% actually is and how can I
make sure it's where it's supposed to be in order to correct this? If this
posting should be in another group, please let me know which one would be

I guess this question is too complex to even get a response. I guess I was
just being foolish to look for help here. Sorry to trouble those who read
such questions. I'll try to find simpler questions in the future.
