Network load balancing can only be done if the hardware, drivers AND
operating system support it. Currently only server operating systems
support NLB so the rest is pretty much academic. You can't just slap two
network cards in a PC and do NLB.

If you need to control download vs. surfing, you can try this 3rd party
application.
Or use two computers and buy a Cable/DSL Router that can do Qos.
Or get a second Internet account and use Load Balancing Two WAN Router. http://www.ezlan.net/loadbalance.html
