Network Filter

Does anyone know of a product that is similar to Network
Based Application Recognition (NBAR) by Cisco but runs on
Windows? As one example, the filter would be capable of
deep packet inspecation blocking all packets that use
port 139 and contain a predetermined string.

Any advice/experiences would be appreciated.

The only MS product I know of that uses Application Filters is ISA Server.
