how can i have another pc on the LAN send a fax? Which is the best solution
/for reliable fax operations for business?

There is a Brother IP printer on the wireless router but its fax function is
not available on the LAN. It is only available to one pc where it is
connected.
 
For very low volume usage, http://www.tpc.int is the simplest solution. No
software at all required, just use your browser.

For larger networks, Symantec Winfax is avaialble, but costly. Hylafax is a
free alternative, though IIRC the server component needs a Linux box.
