Network DOS Program under Windows XP

I have a dos program that we run under Windows XP and I need help with the
networking portion. The program calls up Reflections 1 for DOS and needs to
connect thru our VPN (Telenet). I'm not sure how to do this. I have a
startnet.bat file created by reflection that runs connection manager and telnet
manager. When I run the bat file it tells me "Please load PC/TCP kernel before
loading TelnetManager". This is where I am lost. Where and how do I find and
load the kernel?

Any help would be greatly appreciated.
