network doesnt work anymore...HELP!

For some reason I'm not able to connect to my 2ndary computer via
networking. The primary and secondary PC are directly link via a patch
cable between each machine's NICs. It was working fine yesterday but
now each pc doesn't see the other in "view workgroup computers".
I did reformat the secondary and that's when I noted the problem.
The primary PC network is 190.160.0.1 and the secondary is 190.160.2
both have the same subnet mask 255.255.0.0. Maybe I overlooked
something? Please advise, THANKS!

What is second computer IP address? Configure on each computer network
address 192.168.0.1 and 192.168.0.2 with netmask 255.255.255.0 Try to
ping each computer (ping 192.168.0.1). If pinging is successful then go
to Start > Control Panel > Network connections > Network setup wizard (i
am sorry if i mistake, i have Russian version of Windows). If pinging
are failed then check:
1.Is cable connected?
2.Is cable damage?
3.Are NICs working?
