Network DHCP problem

I'm having a problem with my windows XP. I had a pop-up
stopper installed, but uninstalled a day later. After
that, I've been having network problems. In the services
window, the DHCP service is stuck at "Starting", and
changing it to "Manual" mode doens't seem to work. Also,
it's not pulling and IP from the router. Is there anyway
to fix this?

Perhaps a reinstall of the program or a restore point would work?
