Network Connections no access

trying to view network connections settings, bindings..
(little bit new to subject), but do "not" seem to have access to:
control panel, network, (don't even see network link, where might find
tabs: id, services, protocols, adapters, bindings)

not sure if any true of some trojan or setting keeping from view, or not
part of xp home (sp3), maybe some security application? or internet provider
block item from view? (if relevant, have: verizon fast dsl, sbsd: spybot
s&d, malware bytes anti-malware, spyware blaster..)

am trying to check network/ internet settings, security..

What anti-virus application or security suite is installed and is your
subscription current?

Has a(another) Norton or McAfee application ever been installed on the
computer (e.g., a free-trial version that came preinstalled when you bought
it)?

Copy/paste the following line into Start > Run

%windir%\system32\ncpa.cpl

Click OK

What happens?

If you get an error to the effect that the file can't be found, search,
making sure that hidden and system files are included, for ncpa.cpl
This file *should* be located in C:\%WINDIR%\system32, but if it is not,
there may be a copy in %WINDIR%\system32\dllcache.

If you find ncpa.cpl in \dllcache, copy to \system32 (although it should
have been copied automagically). If ncpa.cpl is not in \dllcache, if
Windows came preloaded on your computer, you probably have a C:\I386
directory. Look in there for ncpa.dl_. If found, you can EXPAND ncpa.dl_
(see Help & Support for directions) it into \system32. If you don't
have an I386 directory but do have a Win XP CD, you can find ncpa.dl_ there.

thought having error with:
(if this is where want to be?):

click: my network (and descending sub directories/ + signs),
entire network, ms windows network, click mshome: waiting at least 30 secs
PROBLEM: ?
says: you do not have permision etc (home pc, have sole admin rights..)

relatively new reinstall os, dell 2001, xp home sp3, skipped reinstall: za;
don't think had reinstalled system mechanic; sec apps: mostly just what
listed, had zone alarm did Not reinstall / they turned my store bought copy
off on me???, wth. (from somewhere za/..: sys restore was not working,
stopped working again even after reinstall OS, maybe around time of sp3, not
sure)

don't know if security apps don't count as AV: sbsd, mbam, swb, SAS
(RECENTLY: SAS; SUPER ANTI-SPYWARE; other: spybot search-destroy,
malwarebytes anti-malware, spyware blaster).

SAS: FOUND (internet seems to call: Fake alert, what means?)
SSHNAS SAS found 9 registry entries (do not see origin)
HKLM\SYSTEM\CurrentControlSet\Enum\Root\LEGACY_SSHNAS,
_SSHNAS#Nextinstance _SSHNAS\0000 SSHNAS\0000#Class 0000#ClassGUID
#ConfigFlags #DeviceDesc #Legacy #Service

Question would be if SAS is a spoof: fake alerts.. if the above was not
installed by SAS, are they real?

tried again: run , ncpa.cpl

click on Local Area Connection, click on properties see:
window: local area connections properties; tabs: general, advanced
- gen tab sub item: this connection uses..: (lists 4 items)
client ms networks, file printer sharing, qos packet scheduler, inet
protocol tcp/ip

example of a security procedure trying to work on directs / trying to find:
nt: cp, network configuration dialog box (don't see this option / network
icon)
