Network Connection Not ready when user logs in

Windows XP Pro seems to boot up fast but in
reality, the network connection is not ready for
a domain logon yet. How can change the behavior
so that WinXP will wait for Network connection
before it displays the logon banner? WinXP
makes it appear that it boots up fast yet, it's not
ready for network resourses yet.
