network client won't access shared files on host

error message: Not Enough Server Storage is Available to
Process Command, when attempting to access shared
resources in host. Both on WinXP Pro, all other network
processes work well, ICS, file share-host to client etc

The problem is on the machine you are attempting to connect to. It's not on
the machine you see the error message. On the computer you are connecting,
check the Event Viewer for an Event ID 2011. If so, you need to fix the
IRPStackSize that is indicated in the following Microsoft Knowledge Base
Article. Norton Antivirus can cause this to happen.

I'm having this problem on Windows 2000 machines. The are connecting
to an OpenVMS machine (using Pathworks). The suggested fix of
modifing the registry did not work. Any other suggestions?
