I don't think that either of those terms has a single definition that
everyone agrees on.
If you run cables through walls, use cable with solid wires, and
terminate it with CAT-5 a network jack on each end.
Otherwise, use cables with flexible wires. That's probably what most
people mean by "patch'" cables.
There are two types of flexible cables. Use a regular cable to
connect a cable modem or a computer to a router. Use a crossover
cable to connect two computers directly to each other.
