Network adapter

I've got a problem with a network adapter connecting to the internet via broadband. The dsl modem works (i've testing it with another PC). But the PC still can't connect. I've checked the NIC and noticed that the NIC is sending packets, but not receiving.
I put in another NIC and the same thing happens?
 
My ISP SBC-Yahoo won't allow more than one PC at a time
to be logged in. Also, if you've done an OS upgrade, the
registry can get messed up for the PPPoE port to be
created properly after the upgrade. You gotta get rid of
some keys to fix it. If you need the strings and know how
to back up your registry before deleting them, email me.
