netsh command not available

I'm having trouble seeing other computers on my home network. In fact I
can't see any. All PC's can access the internet but none can see the others.

Tried using the 'netsh /?' command on two (of 3). One (the host/ICS shared
PC) recognises the command but the other (normally the most active PC),
issues the following message.......

'netsh' is not recognised as an internal or external command, operable
program or batch file.

Can anyone explain what's going on and help me getting PC's talking to each
other
