1. The recipient may need to change settings in their firewall protection, to allow streaming video. Especially if they are behind a network router with built-in firewall. You may also need to check your PC settings if you have firewall protection.

Do you have an acct with ChatPal? It seems that there is a download for NetMeeting, that may contain the ILLS addresses that they use for their services. 
I believe Yahoo Messenger handles all these problems internally on their servers, and through their program.

Rich/rerat .. thanks for responding.  I am able to log 
onto a directory other than microsoft, but this still 
does not answer why I can view someone else, but they can 
not view me.  Everything seems to be OK in properties. 
ie: it shows I am sending video.  I use chatpal every 
once in a while and I noticed that the IP published in 
the room is not the same as the IP that is listed under 
Help Topics for NetMeeting... is this a problem?  is it 
able to be resolved?  This used to work fine, then one 
day it did not.
