netmeeting connect problem

I cannot connect to another computer by entering it's IP address, and vice
versa. I get a message stating the reciving computer can not accept calls. I
am using DSL, no firewall(while attempting connect), and have tried both
windows XP(with it's firewall turned off) and 2000. I have tried using both
the IP address returned from an internet site inquiry, and the one shown in
netmeetin "help". IF both computers connect to an ils directory, we can "see"
each other in the directory, but an attempt to call results in the same
message. I normally operate with a wireless router in the system, but remove
it when attempting a netmeeting contact. Any help or suggestions would be
greatly appreciated.
