netlogon event 5737

I have a computer in a 2000 domain. It is running 2000 pro/sp4. It was
working fine and now it can't access any internet sites. Upon running
ipconfig /all, it gives all the correct information. Same as all the other
boxes like it. I can ping it and it can ping out to any ip addresses in our
lan.

Event viewer items of interest are: Cannot find domain controller. RPC
service is stopped. Netlogon service is stopped. Neither will start when I
manually try to start them. It gives message "windows could not start the
netlogon on the local computer. Error code is 5737." It can still access
network shares and network resources on the domain controller. I find this
part especially strange as I didn't think it would have access without
netlogon.
Ideas?

normally this error is related to another software installed recently. have you installed any software recently? Or try this solution from MS (but it is for sp2)

CAUSE
This issue can occur if the Rsaenh.dll file is missing or damaged after you upgrade to Windows 2000 SP2. The Rsaenh.dll file is the Microsoft Enhanced Cryptographic Provider. When you install Windows 2000 SP2, Setup automatically converts your computer to 128-bit encryption and updates your computer with the Rsaenh.dll file.
RESOLUTION
To resolve this issue, add or replace the missing or damaged Rsaenh.dll file with a known-good copy of this file from another computer. The correct version of the Rsaenh.dll file is 5.00.2195.2228, and it should be 133,904 bytes in size.

Thanks,
I removed all recently added software that I could find on the machine. I
confirmed that the Rsaenh.dll file was the correct version. Events I didn't
mention before are: Task scheduler service could not start Error 1721: not
enough resources available to complete this operation.
Do you have any more ideas? I'll look up error 1721.
