Netdiags fails - DC discovery failed

DC discovery test. . . . . . . . . : Failed
[FATAL] Cannot find DC in domain 'ayz'. [ERROR_NO_SUCH_DOMAIN]

I'm running 2 Windows 2003 servers
I have a server I want to act as the DC - what is needed to make the one I
ran netdiag from to recognize the other as the DC?

I forgot to mention - if I run netdiag from the machine I want to be the
DC - it passes - but the other machine is getting

Ensure the DNS works correct, TCP/IP DNS Settings should point to the server
holding the zone for your active directory domain, this applies to all
members within the domain include domain controllers.

Thanks - I just finished checking - it is set to the DC for the DNS.
