NetBIOS name resolution fails

Hello,
the problem is as follows:

0) XP SP1
1) local segment, TCP/IP the only protocol
2) subnet static configuration 192.168.2.x /24, no routers, no DHCP
3) my IP = 192.168.2.2, name COMP1, DNS Server 192.168.2.1
WINS Server not configured, LMHOSTS lookup not enabled
NetBIOS enabled explicitly = peer-peer
4) other computers on 192.168.2.x with the same settings
5) present Blootooth, WIFI and IRD networks, but adapters disabled
and network connections disabled as well
6) nbtstat -c ... no entries,
nbtstat -n ... entries for Server, Workstation, Messenger and Browser
nbtstat -s ... no sessions
7) server, workstation started
8) browser started
9) route print ... correct routing table for the subnet and host route
(broadcast routes I have not checked, as I now remember)
10) DNS server is not running
11) Network Provider order = 1) MS Network, 2) Terminal Services
12) "My network places" show nothing (neither my own computer)

when I ping some computer by IP = success
when I ping my computer with loopback, IP and NetBIOS name = success
when I ping some other computer by NetBIOS name = "HOST UNREACHABLE"
when I start \\computer = "HOST UNREACHABLE"
when I enable LMHOSTS lookup and specify the right name and IP, ping and
start run
properly then
when I ping my computer from others by IP = success
when I ping my computer from others by NetBIOS name = "HOST UNREACHABLE"
when I enable LMHOSTS lookup on other computers and add my computer
mapping,
the ping succeeds.

I sumarize my conclusion:
NetBIOS name resolution doesn't do broadcasts. It only uses LMHOSTS if
enabled, but is
not able to resolve names by broadcasts (WINS is not enabled and not
configured).

How to resolve the issue?

Do the XP machines have their Internet Connection
Firewall enabled? If so, turn it off.

DNS server is inaccessible in the time. So how to resolve the issue.

did you try NBTSTAT -r

Also what does the nbtstat output from each machine show?

Do the machines show up in network neighborhood? (I assume you see self and
some)?

NBTSTAT = 0/0.
No broadcasts issued. I cannot see even myself in NetworkPlaces. After some
time, I can see myself already, but this is the only one. No other
computers. My computers is not available from other computers (not from w2k
nor XP).
This will require much testing from my side, I will have to try to uninstall
drivers of the other networks, which could make wrong together.
Many thanks all of you for your help. I appreciate it much, but I do not
anticipate any further progress. I will try some other tests.

I've been having the exact same problems. It must have started a few
weeks ago. Initially I couldn't resolve to the network print server.
Then I noticed when trying to remote desktop that the name didn't work
but the IP did. DNS works, HOSTS and LMHOSTS work, local NetBios
doesn't - both resolving remote machine names and accessing the local
name. Non-windows examples:

* My router (Linksys) displays the name of DHCP clients when
available, the affected machine's name no longer shows up.
* Networking syncing with a Palm Tungsten C can find machines by name
- affected machin does not appear.

I can remember what I did that might have caused this though I suspect
